well skin bleaching is dangerous as all lighteners contain some sort of hydroquinone which thins the skin and damages cell turn over rate, and the ctr is important for collagen production which keeps you from looking old. i would suggest a sunscreen daily on all exposed body parts to just prevent her from getting darker and prevent getting age spots.
I wouldn't recommend any kind of skin cream for your friend. I would advise her to become comfortable with her own skin tone. I would also advise her to watch this episode of the tyra episode on skin bleaching.

this is a dumb question!! why would she want to change her skin color, she needs to be comfortable the way she is!
maybe she use a natural lightener like likas papaya soap, they sell it on ebay and its inexpensive.
